Certificate of Vehicle Scrapping (CVS)

Proof the vehicle is gone for good.

Issued after dismantling of vehicle. Meaning: It no longer exists.

It's like a death certificate for the vehicle.

Until CVS is issued, the records still show the vehicle as yours. After CVS, the file is closed permanently.

India had about 10 million end‑of‑life vehicles in 2020. NITI Aayog projects nearly 23 million by 2025 and close to 50 million by 2030. What happens to them is a national question.

How we calculated this, so you can argue with it. We assume an Indian end-of-life car of about 800 kg with roughly 60% steel, using NITI Aayog's figures, minus processing losses. CO₂ avoided is based on the World Steel Association estimate of about 1.5 tonnes saved for every tonne of scrap steel used instead of virgin steel. This is an estimate of steelmaking emissions avoided, not your vehicle's tailpipe emissions, and it assumes the recovered scrap replaces blast-furnace steel. What is a Certificate of Deposit (CoD)?
The Certificate of Deposit is issued by the Registered Vehicle Scrapping Facility when it accepts your vehicle. It records the transfer of ownership from you to the scrapper. It is issued digitally in Form 2C on the Government's VAHAN system, before any dismantling begins, and it is the document you use to claim motor vehicle tax concession and any manufacturer discount on a new vehicle. What is a Certificate of Vehicle Scrapping (CVS)?
The Certificate of Vehicle Scrapping is issued in Form 4 after the vehicle has been depolluted, dismantled and its chassis cut. The rules require the certificate to carry a digital photograph of the chassis cut-out. It is the evidence that the vehicle no longer exists, and it supports cancellation of your Registration Certificate. RVSF Rules 2021, Rule 11(1); CMVR Rule 52B
How long is a Certificate of Deposit valid?
Three years from the date of issue. The validity was increased from two years to three years in March 2024, so any older reference to two years no longer reflects the current rule. G.S.R. 212(E) dated 15 March 2024
Can I sell or transfer my Certificate of Deposit?
Yes. The Certificate of Deposit is electronically tradeable, and a transfer certificate is generated in Form 2D for each new holder. Certificates issued against government-owned or impounded vehicles are not tradeable and do not carry incentives. RVSF Rules 2021, Rule 10(1)(xiii)
How much motor vehicle tax concession do I actually get?
The rules provide for a concession of up to 25% for non-transport vehicles and up to 15% for transport vehicles when a new vehicle is registered against a Certificate of Deposit. The word is "up to". Motor vehicle tax is a State subject, so what you actually receive depends on what your State or Union Territory has notified, and adoption is not uniform. Vehicles built to BS-I or earlier norms may be eligible for up to 50%. CMVR Rule 51A; G.S.R. 200(E) dated 26 March 2025
Is there a discount from the manufacturer too?
Manufacturers were originally advised to offer 5%, but that was an advisory and was never made a rule. The commitments actually announced in 2024 are lower and vary by category — broadly 1.5% to 3% of ex-showroom price for commercial vehicles, and for passenger vehicles 1.5% of ex-showroom price or ₹20,000, whichever is lower. When does my liability for the vehicle end?
On the date your Certificate of Deposit is issued — which is the day we collect the vehicle, not weeks later when scrapping finishes. From that timestamp the facility gives you a written undertaking accepting liability for challans, motor vehicle tax and any misuse of the vehicle. CMVR Rule 58A(4); RVSF Rules 2021, Form 2B
Can I scrap a vehicle registered in another State?
Yes. A facility in one State may accept and scrap vehicles registered in any State or Union Territory. The vehicle can be collected anywhere we operate. The no-dues clearance and the Registration Certificate cancellation are filed with a registering authority in the State where the vehicle is registered — so the truck and the paperwork travel in different directions, and we handle both. What documents do I need?
The original Registration Certificate, a self-certified copy of the owner's PAN card, a cancelled cheque, photo identity proof of whoever hands over the vehicle, and address proof of the owner. A photograph of the owner or representative with the vehicle is also taken. Note that Forms 29 and 30 are not used for scrapping — those are for transfer of ownership between two owners, so we will never ask you for them. RVSF Rules 2021, Rule 10(1)(v) and 10(1)(vii)
What if my vehicle is still under loan?
The loan must be closed and the hypothecation removed from the Registration Certificate before the vehicle can be scrapped. The facility is required to verify this, and your RTO will not grant no-dues clearance while a financier's interest is recorded. Close the loan, obtain the financier's no-objection certificate, get the hypothecation removed at your RTO, then apply. We will tell you this at the start rather than on collection day. What if I have lost my Registration Certificate?
The rules require the original Registration Certificate, because it has to be defaced in your presence and then sent to the registering authority. If it is lost you will need a duplicate Registration Certificate from your RTO first. There is no alternative route written into the rules, and we would rather tell you that plainly at the start. How is my vehicle valued?
Valuation is based on the recoverable material in the vehicle — principally its weight, its ferrous and non-ferrous content and its condition — measured against prevailing scrap rates. The Ministry of Road Transport & Highways has indicated a scrap value of approximately 4 to 6 percent of the ex-showroom price of a new vehicle. Does Mariinox issue the certificates itself?
No. Mariinox is a private company and is not a government agency. The Certificate of Deposit and the Certificate of Vehicle Scrapping are issued on the Government of India's VAHAN system by the Registered Vehicle Scrapping Facility that processes your vehicle. Mariinox manages and operates that network — currently Sega Tech Solutions Pvt Ltd, Manita Metals Pvt Ltd and Shriiva Metals Pvt Ltd. You deal with Mariinox throughout; the statutory documents come from the authorised facility. RVSF Rules 2021, Rule 3(1)(c) and 3(1)(d)
What actually happens to my vehicle after pickup?
It is checked against the national stolen-vehicle database, then depolluted: battery removed, wheels and tyres removed, air-conditioning refrigerant recovered, and engine oil, transmission oil, coolant, brake fluid, power steering fluid, washer fluid and fuel drained into certified containers. Airbags and pyrotechnics are neutralised. The vehicle is then dismantled and the chassis cut and photographed. How long does the whole process take?
There is no statutory timeline for issuing the Certificate of Vehicle Scrapping, so treat any specific promise — ours included — as a service commitment rather than a legal guarantee. In practice the no-dues clearance takes up to six working days, pickup follows within a few days of that, and the Certificate of Deposit is issued on collection. The Certificate of Vehicle Scrapping follows once treatment is complete, and RC cancellation is required to be reflected within seven days of our filing. CMVR Rules 58A(2) and 52B
Is my personal data safe?
We ask for the minimum needed at each stage. You can get an indicative estimate without giving your name, phone number or email at all. Identity and ownership documents are collected only when you choose to proceed, are used only to complete the statutory scrapping process, and are retained for as long as the scrapping rules require.
